Attorney Anja Čvorović is the founder and managing partner of CALAWOFFICE, a law firm based in Montenegro with a specialized focus on construction and investment law, as well as energy and infrastructure regulation. With over 15 years of high-level experience, she advises both private clients and institutional stakeholders on the legal architecture of complex development and energy initiatives.

Prior to establishing CALAWOFFICE, Anja held senior legal positions within the Government of Montenegro, including at the Ministry of Tourism, the Ministry of Sustainable Development, and the Secretariat for Development Projects. In these roles, she played a key part in the legal structuring and oversight of some of the largest and most strategic government-backed investment projects in Montenegro’s modern development history. Her work included drafting legislation, contracts preparation, shaping investment frameworks, and ensuring legal compliance across multiple sectors.

Since 2017, through CALAWOFFICE, she has advised a growing portfolio of international clients, particularly from Turkey, Switzerland, China, the United States, and the broader EU region, across sectors such as construction, real estate, hospitality, energy, IT and infrastructure. Her legal practice encompasses full-cycle project support — from land acquisition and permitting to regulatory guidance, contract negotiation, and operational structuring — with extensive experience in FIDIC-based and public-private development models.

She is also the Legal Representative and Honorary Member of TURKCHAM (Turkish Chamber of Commerce in Montenegro), where she provided full legal support during its formation and continues to serve as legal advisor to Turkish investors operating across the country.
